They have a tendency to get stuck which is why its recommended to test quarterly.
Tr turning on/off manually a couple of times before you try test button.

The "test" button on RCBOs and RCCBs merely checks that the spring inside is working correctly.
You should test it every 3-6 months, to stop the spring sticking..
Try pressing the test button with a slim pointy stick, as fat fingers don't always work.
IF It still sticks, and the man/woman is there to fix it..
Sometimes removing the RCBO and giving it a damn good shake frees it off.
New RCBOs can be eye-wateringly expensive depending on brand.

The test buttons on rcd's and rccbos only tests the device by breaking the field ballance internally,it will not varify that the device coils will operate under fault conditions however if the earth loop impedence (total resistance of earth loop) exceeds the rated value for your rcd/rcbo characteristics it will not operate at all, my advice is to contact you local qualified and registered electrician to investigate as if the device is faulty they will be able to replace it and test and varify safety of your entire installation to ensure suitable earth loop impedance values throughout. I reccommend an eca, niceic or napit registered electrician. We undergo scruitinous assessments to ensure our work is done correctly, any electrician outside this loop nowadays is considered sub-standard,dont put yourself and neighbours at risk, hope this helps. Test buttons are only on arc protection and ground fault breakers. Normally I only see them on the outlets.
Fuses do not have this option.
Manufacturers recommend that you exercise the test/reset on a regular basis. If you do not the breaker can be locked either on or off. Normally they fail locked off in the safe position. But I have seen them locked on, and had to replaced.
