An "exit strategy" is strategy a country develops which details how they will exit a foreign theatre of war. For example, we are currently carrying out our exit strategy in Afghanistan. George Washington could not have developed an exit strategy in the American Revolutionary War because the war was being fought on the American homefront. Where would he have exited to?
If you mean to say that he should have thought out his retreats a little better than yes I think he should have. His retreat from New York was not well thought out and was ill-prepared (just attempting to hold New York in the first place was not a good idea). He got lucky though as General Howe was not exactly a military genius either.
