Is this nuclear declaration true?

Point #1 - Chemical weapons are considered Weapons of Mass Destruction. The use of chemical weapons is considered to be the same thing as using a nuclear weapon, or a biological weapon.

Point #2 - In order for the President of the United States to commit military forces without the consent of Congress, he must make a "Presidential Finding" that there is a "Clear and Present" danger too the people of the United States and because of that, he will act under his authority as Commander in Chief to "preserve and protect against all enemies, foreign and domestic"

So in preparation for his strike against Syria, he signed such a "Presidential Finding"

To summarize:

We have a Presidential finding that the use of Weapons of Mass Destruction by Syria constitutes and Clear and Present Danger to the United States

That satisfies the protocols for a Nuclear Response by the United States

No consultation or further discussion is required

These protocols were drawn up during the cold war, when it was estimated that there could be a little as 15 minutes of warning before the Chain of Command was vaporized by thermonuclear fireballs

The system was set up that the decision could be made, the orders sent out and the birds flushed from the nest before the missiles arrived.

They are still in place
