When can I upgrade my AT&T phone?

I currently have an iPhone 3GS and I want to upgrade to an iPhone 4. I've had it for a year, can I upgrade without having it for two years? I heard AT&T had this 1 year contract instead of 2. Will I get the iPhone 4 for .99 cents as advertised?

    you can always pay AT&T more to get whatever you like.
