Can U.S citizens live on uninhabited, unincorporated U.S territories?

I've been researching The U.S Minor outlying islands, most of them are uninhabited, can citizens legally colonize these areas?

You'd have to clear it with the Dept. of the Interior. There may also be issues with the Dept. of Defense as some of them might be used for target practice.

islands are uninhabited for a reason. they don't have sufficient food and water to sustain people. however you ask this in a government forum, so it doesn't matter if the islands were previously uninhabited, the US government is responsible for any people that decide to inhabit them. So your colony would be regulated to the same extent as populations on other islands.

I doubt you would attract many colonists if the daily cost of canned food and bottled water being shipped in is considered. if your island is smallish, like most are, that means no air service for fresh food. Life would be worse than a prison once your boat runs out of gas.
