what does the phrase "there is lovely and then there is lovely" mean?

when we say, "there's (insert adjective) and then there is (insert same adjective)' - what are we trying to say relative to the adjective?

English is not my mother tongue so help!

    What this means is essentially you are saying for example all roses are lovely but this particular rose is exceptionally beautiful.

    Or all woman are beautiful, but this one particular woman stands out head and shoulders above the rest in beauty.

    Essentially what you're saying is that both objects you're describing are nice; but one has something about it that stands out over the other and makes it better.
