you can simply divide #injuries / #participants to get the number of injuries per participant. It will be a value less than 1, obviously. Then multiply that by 10,000. The result is number of injuries per 10,000 people

10,000/33,300,000 = n/644,921
33,300,000n = (10,000)(644,921)
33,300,000n = 6,449,210,000
n = 6,449,210,000/33,300,000
n = 193.67 â 194 injuries per 10,000 participants
