Well designed, properly administered psychometric tests are very reliable. When scales are realigned, results seldom vary by more than a few points.
The second question is different. A certain amount of intelligence is required to complete the requirements of a physics degree at a good school. How well a particular student performs depends partly on his intelligence, but also on his particular abilities in that area, his interest, his motivation, the quality of teaching, and how hard he works at it. A diligent student can beat a more intelligent lazy student.
