Can I get a trailer registration with only a VIN and a bill of sale?
Just like the question states. I live in Wisconsin and I'm buying from a seller in Michigan.

you need the title. without it you have no way of knowing the trailer belongs to the seller and there aren't any leins on it. the DMV needs to verify the VIN number on the car to make sure the numbers match whats on the title

You need a title for it. If he cannot produce a legal title. RUN away. Strap on your Nike's and get away from this deal. Couple of scenarios come to mind. It is stolen, or It has be passed down in sellers family and no-one ever had it transferred legally. Unless you get a physical title, you will have major trouble. That's why the deal is too good to be true!
