Can phrases or statements be synonymous?

I suppose that I actually want to know exactly what "synonymous" actually pertains to. I've only ever heard it used in context with words, but would it be technically inaccurate to describe two similar statements or phrases as synonymous?

    To be synonymous, the meanings must be practically the same. A thesaurus is a book of synonyms.

    the words, "film" and "movie" can be synonyms although there are differences in use.

    Some words that are only similar in meaning are not precisely synonyms.

    The source lists many synonyms for the word "beautiful." as well as words opposite in meaning: antonyms.
