Why doesn't President Obama trust American citizens?

Because he is an American President

the founding fathers didn't trust American citizens. If they did, we would have a democracy rather than a democratic republic.

Because in his opinion too many of them still believe in that outdated faulty document the Constitution. He tries to ignore it as much as possible.
