Nascar rules about red flag?

The car cannot be worked on during a red flag stop but what about if the car was previously in a wreck and in the garage area being worked on already. Then can they keep working on it or not?

    No.

    All work on all cars must stop during a red flag.

    You can resume when the red flag is withdrawn.
