Jack sat by the seashore and the seagulls flew over the clouds and he thought it's just like home.
Would that style of writing be appropriate as a biography of Jack

A biography is someone's life story, written by another person.
An autobiography is someone's life story, written by that person.
Are you writing a non-fiction biography? If so, you can't give Jack's thoughts because you have no access to them. You could do it this way.
"Hey," Jack said, as he sat by the seashore and watched the seagulls fly over the clouds. "It's just like home."
In this case, you are quoting Jack, not reporting what is going on in his mind.
