Simply the answer is, "because computer is made to store and process the information."

Rom (the read only memory) is what you can't change, edit, remove etc. Suppose it is protected. You can access it only to get the information not to amend anything. This kind of memory is used to store and write/record a data which is declared harmful if changed by the writer of the data. (harmful doesn't mean it would kill you but you can't get the what you need from the data if you amend it, so the data-writers, developers, software makers make it protected. Examples are Software CDs, or the OS's own files in C-Drive. It would not let you do so, for it is example of ROM. ROM is permanent memory that is not removed in any situation. Even after restarting computer, its there. When Computer is off, its there, Its pre-written that comes with computer.

Ram is temporary memory that helps you to open/launch & use a program and its options. it is removed when the PC is turned of or the program is closed. OS is also program that continuely uses RAM even when you click refresh you pc or open MY COMPUTER.

RAM is Random Access Memory - Used to store information temporarily and can be accessed faster, it also needs a electrical voltage to keep the memory else the information is lost. The CPU accesses RAM for information which programs that are running store in the RAM. So the info a program stores in the RAM can change, like let us says it store a time and after 5seconds that time change that value in the RAM is updated so the CPU can access the new info.

ROM is Read Only Memory - It's usually permanent and is accessed at slower speeds. So if a CPU needs to access information from a ROM the whole CPU processing will stall waiting for information. ROM is useful to backup or store info that's not going to change.

    I hope that helps...

You don't need anything fancy. Web design happens at the pace your type, at least most of the time. You can use nothing but a text editor, but that means having to develop an intimate knowledge of XHTML, CSS, and the like. A WYSIWYG HTML editor means not - needing - to learn all that, but some of the advanced stuff won't be built in. Your best bet is to blend the two Use a good WYSIWYG editor and learn the manual code that you need for the finer details A good used PC or Mac will do just fine. I suggest the Mac, since it is a better platform for reasons that I can type about all day. And since your question leads to a used Mac, you can get one on a budget, making your first dip into the Mac side an easy one.

RAM is very fast and expensive and requires power. ROM is relatively slow, cheap and retains its data forever.
