Can this really happen in Yugioh?
Suppose I activate a Solemn Warning and my opponent tries to activate his Dark Bribe. Can he really do this? I could swear there was a rule about Spell Speed or something, where if I activate a cost my opponent can't negate the effect. Clarification please?

Solemn Warning is a counter trap, meaning it is spell speed 3 and only other spell speed 3 cards can be chained to it.
Dark Bribe is also a counter trap so can be chained to Solemn Warning to negate and destroy it, and you draw a card.
I'm not sure what you mean by 'activate a cost'. Solemn Warning has an activation cost, but that has nothing to do with spell speed and nothing to do with being negated. You've already paid the cost before the opponent gets to chain something, and the cost is not refunded when Dark Bribe negates it.
What you heard might possibly be about not being able to stop a cost being paid. If it's my main phase and I wish to tribute a monster for a card cost, the opponent has no opportunity to destroy that creature after hearing about my intention but before I do it. What actually happens is the cost and the declaration are all the same thing, the cost gets paid and the only thing the opponent can do is chain to my activation or negate/respond to my summon.
