How do I cancel a hotmail account?

How do I cancel/delete a hotmail account? I followed all online steps and it takes me to this:

"To close your Outlook account, you must first cancel your billing service. Go to Microsoft Account and Billing Services at https://billing.microsoft.com."/

I click on the https link and it takes me to a page that says i have a $0.00 balance.

I dont remember ever having a billing service with microsoft. EVER. besides, on that page there is nothing to cancel since its $0.00 with no services listed. This is my DEAD END. I cant delete my hotmail without canceling MS billing services. Yet, i dont have any billing services set up.

I tried to cancel my account by letting it remain inactive for over a YEAR and its still active. The 270 or whatever inactive days to cancel seems to be FALSE.

How do I proceed?
