If a school says they don't make any exceptions because they're a closed school and make exceptions?

If a school says they don't make any exceptions because they're a closed school and make wrongful exceptions for band students, what should happen to that school?

I've been trying to get in this high school for a few months. Putting in my transfer and they said they were a closed school and couldn't make any exceptions whatsoever. However, come to find out, they did make exceptions for band students. But the band students WERE NOT SUPPOSED TO ALLOWED in the the school either. I have called the school district and even they said the school wasn't supposed to have let those students in. They also said they didn't have a say in whether or not they could make exceptions for anyone or anything. So what happens when they make wrongful
