Which is actually more true...?

In the food stamp debate? Republicans "WANT" and "NEED" the poor, sick, elderly and young to starve to death and die. This may be an attempt to reduce the opponents voting base....

Democrats don't care about or even support welfare fraud. This may be an attempt to appear "compassionate" or to expand the voting base, or both....

The first is simple nonsense. Anyone, of any party, who for any reason wanted:

..."the poor, sick, elderly and young to starve to death and die."

would be either lunatic or sadistic. There is no evidence that supporters of either of the main parties in your country fit that bill.

There is some truth in the second, but the generalisation is perhaps too sweeping. It is certainly true that left parties everywhere tend to buy votes by creating a group of welfare clients afraid to lose their benefits if the other side take power: but every party is made up of many individuals, and democrats' opinions and tactics will vary. Some will be as dishonest as your second suggestion; some will be both responsible and honourable.

Of the two, then, I think the second has more truth, but I would not accept either as it stands.

According to all elected Democrats, Republicans NEED for MORE people to GET RICH and Democrats NEED for more people to BE POOR.
