Where would a Sheriff or CPS take a child?

I'm a writer, with a question for a screenplay... this is all fictional!

In the story, a corrupt small town sheriff has recovered a young child, and is essentially blackmailing the mother before letting her see him.

My question is: Where would the child be? CPS is involved, but it's in the first few hours. If the cops picked up a toddler, I assume they would take the child back to the police station initially... and eventually, the kid would end up back at home, or in foster care... but where would the child physically spend that first night?

It can't be the police station, because that doesn't work for where the story is going... does CPS have any care facilities? Would they have a list of foster care homes that will take a kid in for an overnight emergency situation?

    The sheriff would have rights to a foster child. We were foster parents for many years and if the child became unruly, the foster parents could not punish him but had to call the sheriff. Of course DFACS (or CPS in some places) has custody of the child if he has been taken away from the parents for whatever reason. If one was found roaming around the parents could be charged with negligence and the state could take control of the child and he would be in the foster system. There are facilities for staying at some DFACS offices but space is limited and may be full with other children. In that case, there are emergency foster homes to place the child for a shorter period of time. We had an emergency foster home after we stopped being regular foster parents and kept a couple of children who had no room at the DFACS office.

    Initially, they would take the kid to the children's home ~ otherwise known as the orphanage. They have food, clean cloths, lots of beds, and toys.

    If the case were long enough, and the mother hadn't legally lost custody, there's a special unit at juvenile hall for children that aren't offenders.

    For your screen play the corrupt sheriff could have a secret hiding spot at his house to hide the child.
