What I reckon is that Guantanamo Bay was leased from Cuba a l-o-o-ong time before terrorist suspects began to be imprisoned there. Cuba has no say as to what goes on at the Guantanamo Bay facility.

if water boarding and pulling a few toe nails out saves lives, why shouldnt cuba allow the states to use it?
