Tulsidas ji means to convey how close to heart is hanuman ji to lord sri ram.

hanuman ji is the only one who has the freedom to go to lord sri ram at any time...and he is compared to a divine gate keeper( dwarpalak like) to the divine home of lord Rama...or we can also call it as vaikunta...the divine home of lord Vishnu.

and please don't confuse dwarpalak with jay & vijay. these two are the dwaraplak's of lord Vishnu.

the meaning is not that he actually guards vaikunta. but as he is the closest friend no one would be allowed to disturb lord Rama's privacy unless hanuman ji permits them to enter the divine abode of lord Rama.
