If I have cloudfin raptor on the battlefield (unevolved), and play a spell that puts two 1/1s onto the battlefield, does cloudfin raptor become a 3/3?

No. It will become a 1/2.
At the exact point those two creatures enter play, they both have higher power than Cloudfin Raptor. That will trigger its Evolve twice.
Evolve checks Power and Toughness twice, first to see if it triggers in the first place, but the conditions must still be true on resolution also, or else the trigger will do nothing.
The first trigger will resolve and Cloudfin Raptor will become 1/2
The second trigger will resolve, but it will see now that the token that triggered it has neither a higher Power nor Toughness than Cloudfin Raptor, so will not grant another +1/+1 counter.
