No!!!! All this talk is nonsense! I went up from middleweight to heavyweight and haven't lost any speed despite being stronger. If he was fat and still had his speed then that may be due to PED's. He's in perfect shape. As people get older, their metabolism slows down and they may put on weight. If my memory's right, mayweather was once a featherweight but has fought at light middleweight. Does that mean he's on steroids?

Why would he be using steroids. Pacquiao's climb to 154 from 106 hasn't been done on a professional level but in both amateur and professional, Mayweather has. When Pacquiao had started at 16 at 106, Mayweather was the same weight at the same age.

What makes me think he might have is because he said no to a test against Mayweather and hasn't taken one before. Apparantly he will be against Rios but it depends what test and organisation is conducting it.
