1. The controller of an ability is the player who activated it. Since you activated Soul Ransom, you're the controller of that ability, even if you don't control Soul Ransom itself, so the Smiter won't enter the battlefield.
2. Bear Umbra grants the ability to the creature, so the controller of the creature will be the one to untap their lands.
