    Make sure the valve coming out of the wall is open all the way.

    Does your water supply have a lot of calcium in it? The valve that closes when the tank is full, it may be partially blocked with a calcium buildup. Shut the water off that supplies the toilet and take this valve out and apart and rub/wipe/ scrape away any buildup inside it and put it back together and if you have found buildup, it will work a lot better now.
