Is handling of large amounts of X-Ray film legal in a residence?
A neighbor handles X-Ray films to be shipped for recycling. Is this legal in residential area?

if its his/her xrays..... yeah they can do what they want with their own records

If it's a business there might be zoning violations.
It's not illegal just to have them. Used X-rays aren't hazmat or dangerous at all.
