Why are there doubles in the Star Wars Black Series figures?

I noticed with the 3.75" figures the Clone Trooper Sergeant and the Clone Pilot are in both wave 1 and wave 2.

Am I correct or am I crazy?

    Lots of times too they do that with those because a lot of collectors like to build 'armies'

    I don't know about other toy companies, but with Hasbro, some items carry over to succeeding waves, probably because they believe that that particular character/toy is very popular and going to be in demand.
