Open alley way? Need help.?

Ok so about a year ago we bought a house in town. Just the other day I found out that a alley way runs by it and it's what I thought was my drive way. Now I've talked with city hall and the said in fact it was an open alleyway. However here is the big issue. It's not marked or clearly identifiable. Basically grown up and it's blocked off in about the middle of it by a neighbors fence. I've talked to city hall about it. I told them it needs to be either marked and fully open or closed. Anybody else ever had to deal with this?

@bullrooster, Well the thing is my neighbor is using my driveway as a entrance to their back yard. So basically I don't have a driveway. Its just some silly crap, old service alley that needs to be closed.

    So it sounds like you have an alley beside your house. Its blocked half way down by a fence and the neighbor was using the back half as his while you've been using the front half as your driveway - is that correct? If thats correct I'd just keep using it as a driveway until someone from the city fixes the problem (if they ever do). Clearly the city doesn't care about it so just use it and maybe they'll never notice.
