Oh dear, you have started the fan boy argument now.
So ok, here are the facts -
The iPhone 5s and the Galaxy S4 is at around the same level with regards to performance. With the actual software, this is where people have different opinions.
The iPhone used a IOS, very, very easy to navigate and very user friendly. However, you are limited to what you can do and there are more paid apps on the marketplace.
Samsung Galaxy used Android which is always being updated to improve performance and bugs. More free apps are available and you can able to do more things on Android.
If your not a tech head and just want a phone for messaging, phone calls, emails and internet, iPhone is your best option. If you want all of them things again but with more details, advanced settings and more freedom, Galaxy S4 is the one.
Personally, I would go for the Galaxy as I've always loved Samsung phones and I love how Android is dealing with its rival IOS.

Performance wise, contrary to popular opinion, the s4 and iphone 5s are actually on a par, with no differences between. Both are good phones, the only thing i don't like about the samsung phones is that they feel so cheap and plasticy in the hand. Having said that, the iphone is glass, which isn't exactly robust, and really doesn't like hitting floors from a great height.. The samsung does have more free apps, whilst iphone has a wider app store, with Samsung fast catching up. Iphone also has better inbuilt internet security, so you can pretty much browse in confidence.. Having put it to the test, the fingerprint scanner is actually very good and truly does work. My husband couldn't infiltrate it, and he doesn't know my passcode, so it's damned good! Each phone has benefits and drawbacks, so weigh up and then decide. You may not want a 5s having an ipad mini, and that is fine. Personally, i'd choose the iphone, but then it could be said i'm biased having one. Samsung would be my second choice though..

if you want a simple phone and easy to handle and the build quality i would go for iphone 5s. If you want to a phone that is more customisable and a gorgeous screen resolution I would go for the S4.
If you have a ipad mini then get a S4 so you can experience android and IOS.

5s
& yes it would be worth it since you could install the same apps on the iPhone from the iPad (in most cases)

There is no better phone just the phone that suits you're personal needs the most, Currently i am using the HTC one and it is a great device. And i manage a mobile phone store so can have pretty much any phone i desire, and i get to use all the latest tech on a daily basis.

iphone has the best apps and security (no virus checker neededed like other phones have). It has imessage, siri, facetime, fingerprint access, burst mode and slo-mo camera, free radio, airdrop, call blocking, etc.
If you haven't seen the slow-mo video yet on 5S, go to youtube and check out what people are uploading. It's cool stuff.

Get the S4! It has great features, like an amazing camera and display, metal detector, great photo editing possibilities, music sharing and much more. It also has features like face recognition and smart pausing. Samsung products are much more compatible with files also.
