who pays for police fireman teachers and all state and local employes health care?

    Well the state or the local unit they work for pays them. But the money comes from some form of tax; sales, property, gasoline, etc or from lottery sales or from fees. Some states make money from investing, that usually goes into a general fund.

    When the economy is doing well taxes increase, when the economy is stagnate so are the tax incomes, when the economy is down, tax income is down.

    Depends what the state is as to what the program is, but it's taxpayer money since taxpayer money funds police, fire and teachers.

    Their coverage already complies with the ACA rules, so nothing changes.
