Can I Buy Car Insurance Without Having A Car?
I'm not planning on driving anyone else's car it's just that my mom doesn't want to put me on her insurance because she says that it'll be too expensive for her (even though I would pay her for my piece).
Thing is I don't have a car yet but do plan on financing a ar very soon. I've been pre-approved so I'm pretty much set to go but want to just drive my car off the lot without any problems.
Also, does 'non-owner's' insurance like roll over should you buy a ar yourself? Like say for instance I did get non-owners insurance, drove my mom's car and then finally got enough money to buy my own car, can I use the same insurance?

You can buy "non owners" insurance but only covers liability (not the car) and only for a car that you do not own. In my opinion it would be a poor choice for you. Speak with an insurance agent for a better alternative.

You wouldn't get a non-owner's policy. Those are expensive as all hell, and they're intended only for people who drive non-owned vehicles as part of their business. And by expensive, I mean the price is impossible to describe without using dirty words.
If your mom won't let you drive her car, you can't drive it and that's that. She's using the insurance increase as an excuse, by the way, so that she doesn't have to come out and just tell you she doesn't want you driving her car. If the insurance premium was really the issue, the problem would have been solved when you offered to pay for your portion.
What you'll have to do is find a car you like and want to buy, then call around to get a few insurance quotes on it. While you're new at this stuff, I'd avoid doing it online. Getting quotes online is OK, but you're expected to know the basic terminology when you do it. You're also less likely to spot a fraud or ad-site (they show you generic numbers that look like quotes while bombarding you with ads) when you're new to this stuff. Once you've found a quote you like (or hate the least), then you line up the policy on that vehicle. Then you complete the purchase, get the plates, and away you go. Most if not all insurance offices can issue a policy for you that same day.

This does not make sense. When you have picked out the car, you call an insurance company and ask for a quote. Then you know what you would pay and if you could afford it. If you want to go through with buying the car, you obtain the insurance policy. If this takes a day or two, then you don't pick up the car until a day or two later. But it's a regular insurance policy, not an non-owners policy.

Before plunking down the money for a car, call up an agent and ask how much it would cost to insure it. No lender will allow you to buy, w/out purchasing insurance, since it is required when you finance a car. The cost of insurance, could be as much as your car payment.
Non owners insurance is insurance for car you do not own, but, only liability, and, since you are financing, would not work. Since living at home with mom, most likely would not work, since usually non owners apply to someone who borrows a car occasionally, but, living with mom, most likely you could drive it anytime you want, so no good.
Since living at home, your mom should add you to your policy. Most auto policies REQUIRE that all licensed drivers be added to the policy, since ALL drivers can have access to the car at anytime. If, mom does not add you, then if in an accident, her insurance can DENY the claim.
Unknown what age you are, but my guess, the cost to add you could be 3 or 4 times more than what your mom pays. Add to her policy, reimburse her, then save up for a car PLUS insurance.

A vehicle has insurance coverage, not a person. Once you are ready to purchase a vehicle simply call an agent to activate a policy. Simply give the the VIN of the vehicle and they can activate the policy on the spot.
Secondly, you can drive any vehicle as long as it has current insurance coverage and the owner of the vehicle grants you permission to do so.
