That's a free, open-source image editor that can do most of what Photo$hop can do. It can also import Photo$hop projects in PSD form and export gimp projects to PSD for for sharing with non-GIMP users.

Prebuilit binary versions of GIMP run on Windows, Mac, and a couple of Linux Distros.

That started out as a replacement for Windows Paint, but has grown into a pretty powerful multilayer editor. It's not open-source, but it's free to download and use.

Sure you can. They're called trial versions. Downloading a full version would be illegal, so just suck it up and start making monthly payments for the Adobe Creative Cloud.

Unless your going really in depth theres no need for photoshop,theres plenty alternatives out there that don't require the same learning.
