When an acidic substance like vinegar dries up and then wetted, is it again acidic?
I used vinegar to clean off a painted surface and then wiped it off. I figure a little is dried up on it, and don't know whether I need to rinse it off. It is dried up and therefore probably not acidic now, but if the surface gets damp somehow, does it become acidic again?
I did Net searching but couldn't discover the answer to this.

Wouldn't hurt to rinse it again. Vinegar is a pretty weak acid, but to answer your question chemically, yes, when water is added to the dry vinegar, it will become acidic again. You might even neutralize it with a bit of baking soda, but that's not really necessary.
