No, the axis never lines up with Earth. The closest it gets for recent dates is 7.78 degrees (June, 1946), -7.78 degrees (south pole points near Earth, Nov 1985), or 7.76 degrees (Nov 2029).
This "near pointing" happens every 39.4 to 44 years, on a predictable cycle.

Uh, no. Uranus is knocked over in its orbit. It has an axial tilt of 97.77 degrees.... There's no way it could ever, ever point towards Earth.
