Both working together at the same time if it can be afforded, the uniformed officer would deter most people and the store detective can stop the sneaky ones. I think store detectives get more arrests but the uniformed officers get more deters so they are both equally effective.
So the answer is, I think both work in different ways and the benefits of both can't be compared with each other.
If both can't be afforded then just a uniformed officer is a good choice, simply because prevention is better than cure, if it can be stopped from happening in the first place then that is your best bet.
Although some theives are so good that they rarely get caught.
