What sort of bird could this be?

Hopefully someone can help me identify a bird I see around my flat in Melbourne. It is about 25-30cms from beak to tip of its tail. It is a browny-grey with white speckly stripes. It has a wide fantail and when it pecks for bugs I can just see a red stripe on the underside each side of his beak.

It has a strong, almost piercing, hooting call at times, which of course is difficult to describe via the page (so hopefully I am NOT putting you off a suggestion, if I have failed to describe it well enough...lol).
