What is the best place to find a Karin Sultan in GTA V online?

I have been looking everywhere for one :( I have seen videos and done what they say but no Sultan :(

Any ideas?

    Blaine county near the airfield to Pay and Spray area you usually get loads same as the VERRY top of the map
