Is this ok to say at a funeral? To the wife of the deceased?

I just want to comment on how beautiful and inspiring their relationship WAS.

I don't want to hurt her by referring to her relationship as past tense.

Is it better to say ”is” as if he's still with her? She's Christian.

    That's a lovely thing to say, and it's okay to put it in the past tense. He's gone, and their relationship is over for now, until she joins him in the afterlife. To refer to what "was" also helps her accept the fact and helps her move forward. I'm sure she's like to hear that you feel that way.
