I keep seeing the same questions over and over.?
Is this because people are not bothering to ask questions because of the new layout? Where's the button to take you to the next page?

First, make sure you are on the OPEN questions tab, not the Recommended tab. Those tend to not change much. Next, you need to scroll - and scroll - and scroll. Or, press F5 (refresh) to bring up new questions at the top of the lists.

There are no separate pages on the new format - you just scroll down.
