Need some advice with a girl?

So I just moved to a different state last year and halfway through I met this amazing girl and right away a friend told me she liked me so when I asked her out she said no because her brother didn't like me so we remains friends the rest of the year but I was planning on moving during the summer so on the last day of school we kissed. Well I came back and right away I wanted to tell her how I felt but she got into a relationship so I kept it to myself. Well a month later he broke up with her so a week later I asked her out and at first she seemed surprised but she didn't give me an answer so I told her to sleep on it. I talked to her about it a day later and she said she didn't want to say no but she couldn't say yes because some other thing (it's hard to explain but it was a legit reason) now it's been a couple weeks since I've asked her and no answer how should I ask her for an answer and does she want to go with me?
