Why does my phone discharge while charging?

I have a Galaxy S, and when I charge it, it will charge, then it will discharge while charging.

Another thing, when I charge it, it will charge then uncharge, and charge really rapidly. What do I do? should I get a new phone?

Btw its a Galaxy S SPH-700 I think.

    Are you using the correct charger?

    I had this problem when I bought some extra USB wall chargers and forgot to look at the charging amperage.
