PCI-E dirty lane issue?

I just got an hp a1310n from a friend. I tried installing a Diamond Radeon HD3850 in it and when powered up the cpu fan races and there is no picture. The graphics card is getting power. Does this sound like a dirty PCI-E lane?

    I checked the specs for that card and here is what it says:

    450 Watt or greater power supply with 75 Watt 6-pin PCI

    Express® power connector rec

    So I'm guessing you forgot to plug in the secondary power line at the end of the card.
