When the Submit button is not showing where you answer............. Look to the right of Add Media in the answer box and you might see a small strip of Blue that is where the submit button should show.Just click that small strip if it is showing and it will Submit.
If there isn't any Blue showing at all.......... hold down the Ctrl key and Click the minus key and it will show up. To return to the same font size just hold down the Ctrl key and click the + key.
This is an answer / solution i have been giving for months and found out by actually testing things when i had the same problem.

This issue seem to be plaguing google chrome users. The submit button submits, but it doesn't show the answer until you reload the page. lol
