My computer has stopped receiving Internet in Free WiFi locations?

I have a Acer Aspire and, for some strange reason, I cannot access free WiFi anywhere that I go which offers free WiFi. I can get connected but the computer shows "No Internet Connection".

When I am at my house, my office, or my sister's house, I can use there wireless internet after entering the password and once I have connected, it is never a problem but if I try to connect at McDonalds, Starbucks or anywhere else with free WiFi, I can connect to their network but not the internet.

What do I need to do to fix this?

Update:

I wish that accepting their terms was the issue. I don't even get a window with their terms to accept. I can show it as a public computer but I still get no internet access.

Some places require you to accept their terms and conditions before using their internet. Like I know Bob Evens and Apple bees do.
