3 M NH4OH solution is 3 moles of NH4OH / 1000 ml of the solution
75 ml of this soln = 3*75/1000 moles of NH4OH , that is 0.225 moles of NH4OH
If this 75 ml soln is made up to 250 ml , molarity will be 0.225 / 0.25 = 0.9 M

1000 mL of 3M NH4OH contains 3 moles so 75 mL contains 75/1000 * 3 moles
= 0.225 moles. Molarity = mol/L = 0.225 mol / 0.250 L = 0.9 M.
