Formal Night on cruise?

Formal nights are only "enforced" in the main dining room. You can always go up to the Lido and get basically the same meal. Or call room service for a more limited selection.

My mother hates her legs and doesn't like to wear skirts/dresses and she and my dad go on 2 cruises a year. She usually wears nice black trousers with a sequined jacket or top to the formal night

Formal attire is NOT a requirement, it is a suggestion. People on their vacations should have the freedom to dress as they see fit. YOU are paying for this vacation and YOU are the guest. Dress as you wish.

I took a cruise and a member of our party boasted how he'd be wearing his tux on formal night. He ended up being the only one of our group who showed up wearing a casual polo shirt.

The thing is, you don't HAVE to. But you WILL definitely stick out like a sore thumb. You sound like a beautiful girl, wear a dress and look amazing. It will definitely attract some people.
