The Berlin Wall only blocked movement between West Berlin and East Berlin. It did not completely encircle West Berlin. On the other hand, as the Communist Bloc had demonstrated in the Berlin Blockade of 1948-49, West Berlin was an enclave, completely surrounded by East Germany. For many purposes, the Berlin Wall and the boundaries of West Berlin were informal and open on a one-way basis. People could go into East Germany. They could not return except under extraordinary circumstances. So no matter where a West Berliner wanted to go into East Germany, he could do that.
