How do I get rid of the black bar on the right side of my browser?

This black bar appeared after the computer did some automatic updates. In addition to the black bar, the cursor is offset, meaning I have to put it a little to the right of what I want to select. I read online that this has something to do with the ATI driver, but I notice that if do a "reopen last browsing session" then I may have a normal page. So, I do a comparison of the normal page and the abnormal page, in internet options, and can't find any difference in the settings.

    Perhaps change your "view page" options. just guessing here. I don't use IE anything because it is a pain in the butt. Perhaps you have accidentally zoomed the page out or are not viewing it "actual size"

    Just spit balling here.
