Can I "clone" a large hard disk to a smaller one if the usage is not exceeded?

I have a 1TB hard disk with about 150GB used, and I would like to clone what is there to a 200 MB SSD so I can save the work of installing windows and programs, deactivating and reactivating software etc. Can this be done? It is Windows 7 Pro on a Dell Precision T3600. I tried shrinking the volume on the larger drive, but it would still be bigger than 200 MB. It seems a straight across clone is not an option...

I misspoke. The SSD is 200GB.

    Download GParted. It's a free, open source piece of software that you can burn to a cd and boot off of. You should be able to use it to resize your partition so it will be small enough. Try defragging beforehand.

    MB is smaller than GB ! 1 GB = 1024 MB.

    So no you can not clone 150 GB to a 200 MB SSD drive.

    Are you sure the SSD is not 200 GB's ? If it is then the answer would be yes you can.

    Open diskmgmt.msc, shrink the partition as far as you can. Then clone it; afterwards, expand the partition.
