What program should I use to control pictures shown on another computer?

I have 2 computers set up across a network. I need to use computer 1 to control what picture is displayed on computer 2's screen. As I cannot have a mouse pointer moving, nor can I use computer 2 to make this selection remote control software (like teamviewer or VNC) is not an option.

To put this another way, computer one says to computer 2 "Display this picture" and computer 2 instantly switches from the picture it is displaying to the new picture. It cannot show (On computer 2) any sign that it is being told to switch pictures.

Finally, the pictures are not in slideshow format, the way the pictures will be displayed is non-sequential. The choices physically need to be made on computer 1. Ideas?

It's either custom software, for instance by using Python and Pyro, or you're doing this using quite expensive commercial software, such as Scala. One way might be to do something through Dropbox, and sync both computers to Dropbox, actually, i.e. running some script that continually reads Dropbox and then displays whichever image pops up there. IFTTT should cover this.
